Note: The GAO completed its survey for the report between August 1994 and April 1996. The office received responses from 49 states and the District of Columbia. Montana did not respond. The office did not independently verify the accuracy of state officials’ responses to survey questions regarding state laws and policies. Since this report was published, the governor of Massachusetts signed into law a bill requiring health care employers to conduct criminal background checks on prospective employees.
