New California foundation authorized $35 million in programs, grants in first year The HealthCare Foundation, created by the conversion of Blue Cross of California from a non-profit health plan to a for-profit corporation, announced that it authorized $35 million in programs and grants in its first year as a new philanthropy. The Foundation's initial program areas and initiatives include: Improving care for elders with special needs in Medicare managed care Up to $15 million in grants to be awarded through an RFP process. For planning, implementation and evaluation of innovative models of care for elders in Medicare managed care Managed care and children with special health care needs Up to $5 million in grants to be awarded through an RFP process. Planning and start-up funds for pilot projects to be selected by the state Development of capitation rates for the California Children's Services Medi-Cal Managed Care Pilot Project $200,000 to Coopers and Lybrand Development of uniform data and risk-adjusted rates for Department of Health Services Health insurance "value purchasing" for public employees $152,000 to Institute for Health Futures Support the first phase of organizing health insurance purchasing cooperatives for city and county employees Expansion of health Insurance coverage through the Health Plan of California (HIPC) $135,000 to King, Bron & Partners To expand small business participation in the HIPC Accelerating the enrollment of Med-Cal eligible children Up to $1.5 million to be announced. To create interest among counties in building outreach coalitions and exploring other ways to increase enrollment Working uninsured in San Diego County $250,000 to be announced. To develop a low-cost insurance product to be marketed to the working poor Developing alternative health insurance products $326,000 to Field Research Corporation and McDermott, Will & Emery To support development of commercially viable low-cost insurance products targeting the uninsured. Community Health Center Network: managed care infrastructure development $287,918 to Alameda Health Consortium To support the creation of an infrastructure to enable the Community Health Center Network to accept full professional risk contracts from health plans.
