• Victoria Fash has been promoted from president and chief operating officer to chief executive of IMS Health (Westport, CT), succeeding Robert Weissman, who will continue in his role as board chairman. IMS Health provides information solutions to the pharmaceutical and health care industries.
• Joseph Combs has been appointed senior vice president of integrated business development at Mecon (San Ramon, CA), a provider of benchmarking data and cost management tools for healthcare delivery systems. Combs formerly was vice president of international marketing and sales for IMS Health Strategic Technologies.
